读到该段落时，我们只需要看到这些词就可以帮助我们完成这一道题。While … risk, … …, on the grounds that … help ….

While是一个经常被考生们忽略的词，它不仅仅有‘当…的时候’的意思，还有‘虽然’或‘然而’的意思，在这里我们应该理解为‘虽然’。所以当’while’出现时，其实是有一个隐含逻辑关系的，并且While后面紧跟的信息并不重要。

比如：虽然我饿了，但是我不想吃饭。对应翻译为：While I feel hungry, I don’t want to eat anything. 我们会说I don’t want to eat anything.才是说话重点，并且hungry和don’t eat还有一点隐含的转折关系。

这里while后面紧跟的risk(风险)就不是很重要的信息，但是我们可以察觉到后面的内容应该和risk是转折或相反的内容。

on the grounds that表示‘基于’或‘因为’，on the grounds that …help… 看到help的时候我们可以非常确定作者在这里是肯定的语气并且和前面提到的risk是转折的关系。选项里表示肯定语气的只有D, D也就是这里的正确答案。
